Highland Township is a Charter Township. Charter Townships are required to have four trustees, in addition to the Supervisor, Clerk and Treasurer, for a seven member board. Highland Township also has a 9 member Planning Commission, a 7 member Zoning Board of Appeals, a Downtown Development Authority Board and a Board of Review.

The Highland Downtown Development Authority (HDDA) is dedicated to the promotion of economic growth and historic preservation in Highland Station and surrounding business districts.
The Planning Commission develops the Township master plan and zoning ordinances for land use and other activities in the Township as well as reviewing site plans for development in the Township.
Highland Township is governed by a seven-member Board of Trustees. These Trustees are voted into office every four years and are responsible for the strategic direction of the Township. Three of the Trustees, the Supervisor, the Treasurer and the Clerk, are full-time employees who manage the day to day operations of the Township.
They are joined by four Trustees to make up the seven member legislative body. All members of the Township Board have voting privileges. The Board meetings are monthly; however, additional meetings are often scheduled to handle emergencies and special business that arises from time to time.
The Zoning Board of Appeals (ZBA) is a seven-member panel whose duties are to evaluate requests for variances from the Zoning Ordinance and for temporary use permits.
The Zoning Board of Appeals members are appointed by the Township Board of Trustees to serve a three-year term. ZBA members are residents of the Township, representing various interests in the area. The ZBA typically meets on the first and third Wednesdays of each month at 7:30 p.m. in the Township Auditorium.
